The Election Commission of India (ECI) held a review meeting on October 22, 2025, to evaluate the advancements made in correlating existing electors with the voter lists from the previous Special Intensive Revision (SIR) conducted across most states between 2002 and 2004. This assessment is a preparatory step for the upcoming nationwide SIR, which the commission announced on June 24, alongside Bihar's revision. The meeting served as a continuation of a September 10 preparedness conference, where states and Union Territories presented detailed information on elector numbers and previous SIR specifics. A precise roll-out schedule for the countrywide SIR is anticipated following the conclusion of the current evaluation. Sources suggest the ECI may consider a phased implementation, potentially beginning with states scheduled for Assembly elections next year. In Bihar, the SIR led to the creation of a new, "de-novo" voter list, necessitating all voters to submit fresh enumeration forms. The overall SIR process is currently facing a challenge in the Supreme Court.
