Goa’s tourism landscape has undergone notable shifts in recent years, marked by a substantial rise in domestic visitor numbers while international arrivals have not yet rebounded to pre-pandemic levels. The state recorded a peak of 99.41 lakh domestic tourists in 2024, up from 71.27 lakh in 2019. Conversely, foreign tourist footfall decreased from 9.37 lakh in 2019 to 4.67 lakh in 2024, following a significant drop to 22,128 in 2021 due to the Covid-19 pandemic. Data for January to June 2025 indicates 51.83 lakh domestic and 2.71 lakh international visitors.

Amidst these trends, the state is addressing several operational and experiential aspects. Concerns have been raised by stakeholders, including the President of the Shack Owners Welfare Society Goa, regarding visa processing delays impacting international tourists. In May 2025, the state transport department published draft guidelines for app-based taxi and bike taxi operators, signaling efforts to regulate transport services. Additionally, calls have emerged for enhanced beach cleanliness and for influencers to portray an accurate representation of the region. A state official issued a statement welcoming tourists to the new season, affirming Goa’s readiness for visitors.
