An individual who had been removed from the United Kingdom to France under a bilateral "one in, one out" agreement has subsequently returned to the UK via a small boat. Identified as an Iranian national, the person was reportedly removed on September 19 and returned on October 18, less than a month later, citing fear for personal safety in France. This individual marks the third person sent to France under the scheme.

The "one in, one out" scheme is designed to deter unauthorized crossings, with France agreeing to accept migrants who traveled to the UK illegally by small boat and had their asylum claims rejected. In reciprocity, the UK commits to accepting asylum seekers who demonstrate a legitimate case for protection. According to government figures, 42 people have been removed under the part of the scheme where the UK takes asylum seekers, and 23 individuals have been returned to France. A recent flight removed 16 people to France, marking the largest single group removal under the arrangement. A Downing Street spokesperson acknowledged the scheme is a "landmark," but "not in itself a silver bullet" for migration challenges.
