On Thursday, October 9, 2025, the Supreme Court addressed outcomes of the Bihar Special Intensive Revision (SIR) exercise, observing that the Election Commission of India (ECI) must have gained valuable experience from the process, particularly as it plans a similar pan-India initiative. Acknowledging this, a senior advocate representing the ECI stated that the commission had indeed learned, noting that “even criticisms help.”

The Court acted to facilitate the appeal process for approximately 3.66 lakh individuals in Bihar who were excluded from the final electoral roll. It activated paralegal volunteers and legal aid lawyers to assist these persons in filing timely appeals. This legal support is also being extended to individuals who were excluded from the draft roll and had previously filed claims challenging their deletion. The Supreme Court indicated it would subsequently consider issuing directions to appellate authorities to ensure these appeals are reviewed within a specified timeframe and result in comprehensive, “speaking orders,” rather than brief decisions.
