On October 13, 2025, the Uttarakhand government approved an amendment to its Uniform Civil Code (UCC) concerning marriage registration requirements. This amendment allows citizens of Nepali, Bhutanese, and Tibetan origin residing in the state to register their marriages using alternative identity proofs, addressing situations where an Aadhaar card is not available. Under the revised provisions, foreign citizens can now register by providing a certificate from a Foreign Registration Officer, or by uploading a citizenship certificate, residence certificate, passport, or any other valid identity card.

The amendment applies to both existing and future marriages. Since its introduction earlier this year, the UCC has recorded over 400,000 marriage registrations. The code mandates the registration of marriages and divorces, stipulating that non-compliance may result in the forfeiture of government benefits. Furthermore, the UCC includes specific provisions for the registration of live-in relationships.
