The report, authored by former Home Office special adviser Nick Timothy, was commissioned in 2022 by then-Home Secretary Suella Braverman. Mahmood's assessment echoes a similar warning issued two decades ago by former Labour Home Secretary John Reid. A senior source has indicated that Permanent Secretary Antonia Romeo aims to transform the Home Office into a "blue-chip" department within Whitehall, attracting top talent and ensuring it is "match fit."
