Senior Indian Police Service (IPS) officer Dayal Gangwar has been transferred from his posting as Additional Director General (ADG) Communication to an Officer on Special Duty (OSD) within the Home Department by the Odisha government. The Home Department's notification did not cite any specific reason for this reassignment.

The transfer took place days after the lynching of 32-year-old Government Railway Police (GRP) constable Soumya Ranjan Swain on the outskirts of Bhubaneswar. Although Mr. Gangwar has no direct connection to the lynching incident, Mr. Swain's parents have publicly alleged that their son was forced to perform personal duties for the IPS officer during his previous assignment under him.
