On Sunday, November 30, 2025, several hundred displaced persons from various districts, including Churachandpur, Kangpokpi, Imphal West, and Imphal East, gathered near the Raj Bhavan in Manipur. These individuals have been accommodated in relief camps following ethnic violence that commenced in May 2023.

Their primary objective during the assembly was to advocate for their immediate return to their homes. Participants also voiced opposition to the ongoing Sangai tourism festival, arguing that its continuation implied a state of normalcy contradicted by their unresolved displacement. Messages displayed on placards included calls such as "Displaced lives matter" and "rights first tourism later."

A representative, Irom Abung Meitei, identified as a displaced person from Churachandpur district, communicated that the assembly reflected growing discontent and suggested that future actions might escalate. Reports indicate that internally displaced persons (IDPs) have had several confrontations with security forces since the Sangai Festival began on November 21, consistently seeking permission to return to their residences.
