During his inaugural address on the opening day of the Winter Session, Rajya Sabha Chairman C. P. Radhakrishnan called upon members to uphold the Constitution and maintain parliamentary decorum. He underscored the importance of not exceeding the established boundaries of legislative discourse, which he defined as the "Lakshman rekha" determined by the Constitution of India and the Rajya Sabha's rulebook.

The Chairman emphasized the collective responsibility of both the Chair and members towards the nation, stressing the need to respect parliamentary institutions, akin to players respecting referees. He affirmed that individual members' rights would be protected within these defined parameters.

Radhakrishnan reminded members of their duty to fulfill the aspirations of the people, highlighting existing parliamentary procedures such as 'question hour', 'zero hour', and 'special mentions' as vital avenues for addressing public concerns. He concluded by urging members to act as exemplary leaders, embodying constitutional ideals to ensure security and well-being for all citizens.
