In his speech, Adhikari emphasized adherence to legal processes, promising both broad-based development and strict accountability. He cautioned attendees against illegal actions, asserting that all matters would be addressed comprehensively. He further pledged to revive development projects that had been halted, specifically mentioning rail initiatives. Adhikari also articulated a vision for state improvement, focusing on job creation for educated youth, industrial expansion, enhanced safety for women, provision of clean water, construction of better roads and bridges, effective police operations, and the elimination of corruption. He assured the public that all his promises would be fulfilled, including the implementation of central government schemes, and stated that he had requested Panchayat Minister Dilip Ghosh to restart the 100-day work program.
