The Assam government has announced its intention to table an unofficial judicial panel report concerning the 1983 election-related violence before the State Assembly on November 25, 2025. Chief Minister Himanta Biswa Sarma stated that the report, compiled by Justice (retired) T.U. Mehta and initiated by a civil society group, will be presented concurrently with the official Tribhuvan Prasad Tewary Commission report during a five-day legislative session. This decision marks a first for the Assembly in tabling a non-governmental document, prompted by a demand from the All Assam Students’ Union (AASU) for comprehensive public disclosure. The Mehta panel conducted 36 sittings, examined 600 witnesses, and submitted its findings in January 1985. While the Tewary Commission report was initially tabled in 1987, the current administration plans to distribute copies to all Members of the Legislative Assembly (MLAs). Former Assam Chief Secretary Jyoti Prasad Rajkhowa, however, questioned the structure of the unofficial inquiry, advocating for a formally appointed judicial commission and suggesting the government prioritize addressing public anxieties over illegal migration and implementing pending safeguards for indigenous communities under Clause 6 of the Assam Accord.
