India Establishes Mandatory Emission Intensity Targets for Key Industrial Sectors

The government has officially implemented new, legally binding emission targets under the Greenhouse Gas Emissions Intensity (GEI) Rules for high-polluting industrial sectors. These regulations specify limits on greenhouse gas (GHG) emissions per unit of product output.

Effective for the fiscal years 2025-26 and 2026-27, a total of 282 industrial units are required to comply with these mandatory targets. This group includes 186 cement units, 13 aluminum units, 30 chlor-alkali units, and 53 pulp and paper units. Industries that successfully achieve their designated emission reduction targets will receive carbon credits, which are tradable on the domestic carbon market. Conversely, units that do not meet their targets will be required to purchase carbon credits to cover their shortfall or pay environmental compensation.

The Bureau of Energy Efficiency is responsible for issuing the carbon credit certificates. Initial targets stipulate reductions ranging from 4.7 percent to 7.6 percent for the cement sector and reaching up to 15 percent for the pulp and paper sector over the two-year compliance period.
