Recent federal deployments of National Guard troops and federal agents have faced legal challenges and state-level scrutiny across several U.S. cities. In Memphis, Tennessee, National Guard personnel remain under the command of Governor Bill Lee, supporting federal initiatives related to immigration and property protection, including a federal effort to address crime.

However, proposed federal deployments in other cities have encountered judicial blocks. Federal courts in both Illinois and Oregon issued rulings that halted attempts to deploy troops, specifically in Chicago and Portland. U.S. District Judge April Perry in Chicago, for instance, temporarily blocked a deployment for at least two weeks, a decision supported by Illinois Governor JB Pritzker, who stated the Guard had “no place in the streets of American cities like Chicago.” A federal judge in Oregon similarly delayed a deployment to Portland.

Further judicial actions in Illinois have impacted federal operations. A federal judge ordered the Immigration and Customs Enforcement (ICE) to remove an 8-foot fence outside a facility in Broadview, citing its illegal obstruction of a public street. Concurrently, another federal judge in Illinois issued a temporary order requiring federal agents to wear visible identification badges and prohibited them from using certain riot-control weapons against peaceful protesters and journalists near the ICE facility, approximately 12 miles west of Chicago.
