The Bench emphasized the principle that "Authority carries accountability; the higher the authority, the higher the accountability," justifying the disparity in punishment compared to co-delinquents who received lighter sentences, such as compulsory retirement for a gunman and a two-stage demotion for another officer. The Court reasoned that individuals with lesser authority and powers could not be equated with the senior manager. The judgment also drew upon established legal precedents regarding judicial review of disciplinary actions and the imposition of penalties.
