The primary objective of these high-level talks is to revise an earlier draft of the proposal. Prior iterations of the plan had reportedly generated concerns among Ukraine and its European allies, who viewed certain requirements—such as Ukraine ceding territory, reducing its military size, and precluding NATO membership—as excessively advantageous to Moscow.
U.S. President Trump has reportedly encouraged the finalization of a settlement plan by Thursday, while also indicating that talks could extend if progress remains positive. American officials have stated their intention to secure an agreement with Ukraine before presenting it to Russia.
