Afghan Foreign Minister Amir Khan Muttaqi visited India from October 9-14, 2025, including a stop at the Darul Uloom Deoband Islamic seminary in Saharanpur on October 11.

During his engagements, Mr. Muttaqi expressed optimism regarding the future of India-Afghanistan relations, acknowledged the reception he received, and announced plans to dispatch new Afghan diplomats to India. He also conveyed a hope for Indian officials to visit Kabul. This trip marked the first time a senior official from the Taliban administration visited India since the group assumed power four years prior, with India yet to formally recognize the Taliban government.

Earlier, on October 10, Mr. Muttaqi had communicated Kabul’s intention to send diplomats to India as part of a gradual process to enhance bilateral ties. He additionally affirmed that the Taliban administration would not allow Afghan territory to be used against other countries. Preparations for the visit to Darul Uloom Deoband, considered an influential Islamic seminary in South Asia, were overseen by officials from the Afghan embassy in Delhi.
