Master FAQ Index – Solving Complex CSD Vehicle Purchase Edge Cases

Navigating the CSD Against Firm Demand (AFD) portal can throw unexpected challenges your way, especially when dealing with unique personal or professional circumstances. This comprehensive FAQ guide addresses critical edge cases, tax dynamics, and structural policies to keep your application on track.

Can a dependent purchase a vehicle if the primary smart card holder has passed away?

Yes. If the primary service member has passed away, the primary card privileges transfer to the spouse (widow/widower) via a modified Dependent/ESM Canteen Smart Card. The surviving spouse assumes the purchasing eligibility corresponding to the late veteran’s rank structure. They must upload the family pension order (PPO) and death certificate alongside standard application paperwork on the AFD portal.

Can I purchase a vehicle from a state other than my home state or current place of posting?

Yes, you can buy a vehicle from any state in India through the CSD network. However, you must carefully coordinate the logistics. You need to select a CSD depot and an authorized dealer located in the exact state where you intend to take delivery.

Keep in mind that temporary registration rules will apply if you plan to drive the vehicle to your home state for permanent registration, which requires paying local state RTO road taxes at your final destination.

What happens if the price of the vehicle changes after I make the RTGS payment?

Vehicle prices are locked the moment the CSD depot approves your application and generates your payment challan. If the manufacturer announces a general price hike while your application is under review but before the challan is issued, you must request a revised quotation from the dealer and update your online application. If prices fluctuate after you make the payment but before the Local Supply Order (LSO) is generated, the CSD will pause the order and require you to pay the differential amount through a supplementary challan.

Are Electric Vehicles (EVs) subject to the same engine capacity (cc) limits?

No. Because electric vehicles do not have internal combustion engines, the CSD cannot apply the traditional cubic capacity (cc) boundaries used for petrol or diesel cars. For EVs, eligibility is governed solely by the maximum ex-showroom price cap designated for your rank tier. For example, an Other Rank (OR) personnel can buy any EV as long as its CSD ex-showroom price does not cross the ₹8 Lakh limit, regardless of the vehicle’s battery kilowatt-hour (kWh) rating.

What should I do if my AFD application is rejected due to a data mismatch?

If your application is rejected, the regional CSD depot will state the exact cause of rejection on your dashboard status line. Common causes include mismatched name spellings between the canteen card and the PAN card, or uploading an outdated dealer quotation.

Once rejected, the portal automatically triggers a refund process. The funds you transferred via RTGS will return to the originating bank account within 7 to 10 working days. You must rectify the error in your profile or paperwork and submit a fresh application.
